According to the American Society of Civil Engineers and the Federal Highway Administration, the definition of subsurface utility engineering is a branch of engineering practice that manages certain risks associated with subsurface utilities via: utility mapping at appropriate quality levels, utility coordination, utility relocation design and coordination, utility assessment, communication of utility data to concerned parties, utility relocation cost estimates, implementation of utility accommodation policies and utility design.”

According to a Purdue University / Federal Highway Administration study completed in 2000, for each $1.00 spent on the use of subsurface utility engineering services on street and highway projects, the overall project experienced a savings of $4.62.  This $4.62 percent return on investment resulted in:

 • Reduced facility damages   • Eliminate the cost of re-design     • Reduced property damage    • Increased job safety    • Reduced utility relocations     • Mitigated constructor delays      • Lower project bids      • Improved contractor productivity
